The Biden-Harris Administration has expanded the Freight Logistics Optimization Works (FLOW) initiative to include the Port of Oakland and the Northwest Seaport Alliance (Port of Seattle and Port of Tacoma), which now covers 95% of inbound container traffic on the West Coast.
